Has anyone got a template for outbound verification calls

I have not seen a script, but there it seems to me there is a big problem with verification on outbound calls.
Somebody calls me and asks me to verify myself. Unless I am expecting the call I always refuse to verify myself. It should be the caller that first would need to verify them, or at the very least provide some form of information about what the call is about.
